The meeting of the Council of the Village of South River was held on Monday, March 29, 2010 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Deputy-Mayor Mahon, Councillors Dickerson and Scott.

 

Staff present was Susan Arnold, Clerk-Administrator.

 

Public present was Risto Maki, resident; Stacey Whaley and Maureen O’Grady, O.P.P.; Chris Hundley and Bill Touzel, South River Power Generation Corporation.

 

1.         Call to Order – The meeting was called to order by Mayor Coleman at 5:27          p.m.

6:45 p.m. Bill Touzel and Chris Hundley arrived. Bill and Chris provided Council with an update on the progress of the South River Power Generation project. Hydro One representatives will be meeting with Bill Touzel on Tuesday, April 6, 2010 to finalize the commissioning date and organize necessary cooperative efforts with the construction crew, Bell Mobility and MNR.

 

Costs for connection to the hydro grid have been supplied by Hydro One and will require Council to guarantee an increase on the TD Loan. The contract with Ontario Power Association has been extended from 20 years to 40 years and the price per kw has been increased.

 

Plans are also being made for the official opening of the project. Council members were invited to visit the construction site on Tuesday, March 30, 2010 at 11:30 a.m. for a tour of the facility and grounds.

BE IT RESOLVED THAT the Council of the Village of South River does hereby authorize the Mayor and the Clerk-Administrator to execute a guarantee in favour of the Toronto Dominion Bank the indebtedness and liability of the South River Power Generation Corporation to the bank to provide for long term financing in the amount of $3.8 million.

7.         Roundtable

 

No bids were submitted for the land located on Riverside Avenue which was declared surplus. The land will remain in the Village’s name.

 

The book deposit drop chute was installed at the Library on Thursday, March 25, 2010          

 

An advertisement for an appointed Councilor was placed in the Almaguin News. Deadline for letters of interest is 4:00 p.m. on April 6, 2010.

 

The Treasurer will be away on vacation and not available until Tuesday, April 6,          2010.

 

A notice has been placed on the front door of the municipal office advising the office will be closed over the Easter Weekend (as per usual practice).

 

The audit has been completed and staff is very pleased with the results. When the       financial statements are prepared the Auditor will make a presentation to Council.

 

Councillor Scott inquired about the possibility of having the sidewalk leveled at the crossing of Marie Street and Highway 11.

 

Councillor Dickerson explained Sudbury has a bridge of nations and possibly the flags of the G8 would look nice.

 

Councillor Mahon explained the Joint Building Committee is asking councils for their opinion regarding the operations of the committee.
