Council Meeting – September 26, 2011
The meeting of the Council of the Village of South River was held on Monday, September 26, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councilors O’Hallarn, Smith, Mahon and Dickerson.
Staff in Attendance: Susan Arnold, Clerk-Administrator and
Sherri Hawthorne, Treasurer.
Public in Attendance: Kelly McShane, Almaguin News; Mario Campese, Mayor Joly Township; Machar Township Mayor Doug Maeck, Machar Township Councilors Bennison, Gagnon, Russell and McLaren and Machar Township Clerk Administrator Brenda Paul.
1. Call to Order – The meeting was called to order by Mayor Coleman at 5:26 p.m.
2. Declaration of Pecuniary Interest and General Nature Thereof
3. Guests and Deputations- Joly Township Mayor Mario Campese presented Joly Township’s proposed solar project to the Councils of South River and Machar Township. Mayor Campese provided copies of estimated costs and revenues as prepared by Joly Township Clerk Administrator, Gerry Whittington. Joly Township is proposing a shared 10 megawatt solar energy project with Joly, Sundridge, Strong, Machar and South River. In order to proceed with a feasibility study Joly Township is requesting a Letter of Intent from each municipality to share the costs for such a study.
Council thanked Mayor Campese for his presentation.

the Treasurer to write-off the taxes on the municipally owned property known as
93 Ottawa Avenue (Roll #4956-000-001-05200-0000) in the amount of $1,663.37.

IT RESOLVED THAT the Council of the Village of South River does hereby support,
in principle, the 10 megawatt solar initiative proposed by Joly Township and
are willing to participate with the understanding that an Ad Hoc Committee be
struck with representation from each municipality involved; and
Further,
a feasibility study must be conducted by the Committee examining all facets of
the proposed project.
The
Village of South River’s continued involvement will depend on the positive
results of the feasibility study.

8. Council Roundtable (Items of Interest)
* Remember
to mark your calendars for the Parry Sound Municipal Association Meeting to be
held Friday, September 30, 2011 in Callendar. Due to scheduling the Treasurer
and Clerk Administrator will not be able to attend the fall meeting. Remember
to take notes!
* The 3rd
installment of the 2011 taxes is due on September 30, 2011.
* October 26,
2011 has been confirmed for a Joint Council meeting.
* Tenders for
waste collection have been sent out and placed in the paper.
* RfPs for the
VIC have been distributed.
* Where
would Council like the wooden bear placed? It is too tall for anywhere under
the municipal building overhang? Originally it had been ordered to be
positioned on a sign at the north end of the Village on the former Highway #11.
* Jeffrey
Dickerson advised Council he has been asked several times when the next
Business Breakfast will take place. It was recommended this topic be placed on
the October 26, 2011 Joint Council meeting. He also requested a discussion
regarding a Meet & greet for Volunteers take place at the same meeting.
* Bill
O’Hallarn represented Council and the Village of South River at the recent
Northern Women’s Institute conference which was held in South River.
* Bill
O’Hallarn also approached the topic of whether Council will purchase a new dump
truck or refurbish the existing one. Bill O’Hallarn is the Public Works Chair
and advised a safety inspection will take place to determine the condition of
the truck and how Council will proceed.

Mahon advised that 170 cars attended the recent Hazmat drop-off.

first, second and third time and finally pass By-law 32-2011, being a by-law to

corporate seal affixed.
