Council Meeting – October 11, 2011
The meeting of the Council of the Village of South River was held on Tuesday, October 11, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councilors O’Hallarn, Smith, Mahon and Dickerson.

1. Call to Order – The meeting was called to order by Mayor Coleman at 5:30 p.m.
2. Declaration of Pecuniary Interest and General Nature Thereof

I, Sharon Smith, hereby declare a pecuniary interest and general nature thereof with item:
#7.1.2 “Put Food in the Budget, District of Parry Sound Poverty Reduction” on the Village of South River October 11, 2011 Council Agenda for the following reason: “Put Food in the Budget” is sponsored by my employer, the Parry Sound District Social Services Administration Board. By signing and reading out loud of this declaration I now request this declaration become part of the Minutes of this meeting.

contact Darryl to find out why he was unable to attend and reschedule his presentation.

Only one RfP was received at the time of deadline on 4:30 October 11, 2011 at 4:30 p.m. Swift Canoe and Kayak submitted a proposal to continue operating its private business and operate the Visitor Information Centre. Council requested a meeting with Swift Canoe and Kayak to discuss the proposal. The Clerk Administrator will contact the company and arrange a meeting date.

WHEREAS numerous studies have shown that people living on social assistance are subject to increased risk of chronic and infectious diseases; and
WHEREAS local data shows poor nutrition increases chronic and infectious diseases which cost more to treat than to prevent; now
THEREFORE BE IT RESOLVED that the Corporation of the Village of South River supports the introduction of an additional $100 a month Healthy Food Supplement for all Ontarians living on social assistance; and
THAT this be funded solely by the Province of Ontario; and
FURTHER THAT this resolution be forwarded to the Honourable Tony Clements, MP Parry Sound-Muskoka, the Honourable Dalton McGinty, premier of Ontario, Norm Miller, MPP Parry Sound-Muskoka and the Hounourable Meilleur, Ministry of Community and Social Services.

BE IT RESOLVED THAT the Council of the Village of South River does hereby wish to proceed with the acquisition of some or all of Ministry excess lands which are located near the cemetery at the Highway 11/Ottawa Avenue overpass but reserves the right to refuse purchase should the price be assessed higher than funds the Village has available.

9. Council Roundtable (Items of Interest)
* The sink hole on Lincoln Avenue (new paved area) has been
repaired. The cause of the sink hole was workmanship during the water main
project and Storburn will absorb the costs to repair. Gord Crosby, Aecom, was
on site on Thursday to view the situation and advised he would send a letter to
Storburn summarizing his findings.
* MTO will install a new traffic light loop at the Ottawa Avenue
and Highway #124 intersection prior to the completion of the re-surfacing,
* the large construction trucks which were traveling through the
Village on streets other than Ottawa Avenue and eagle Lake Road were stopped
through the cooperation of MTO, the contract administrators, truck owners/drivers
and the OPP.
* The hydro generation plant has been off-line for several days
owing to, originally, a faulty oil pump and, secondly, a communication trip
failure. The plant hopes to be back on-line by the beginning of the week.
* Dan Forget wrote his self-exam for the entry level water system
operator on Wednesday morning. He is scheduled to attend a week of class in
Toronto the end of November.
* Raina has made contact with Tom Crane regarding notices for the
website calendar and posting of the approved Minutes and By-laws.
* Brenda Paul, from Machar Township, has advised Sue Marsh will be
scheduling a meeting with both municipalities regarding the placement of the
business signs along the highway.
* Storburn will be sending someone to deal
with the lip on the stair treads next week. Jamie Payne will be contacted prior
to arrival.

Lanny Dennis will be meeting with the Clerk
Administrator on Wednesday, October 12, 2011 at 9:30a.m. in the Council
Chambers regarding a re-zoning matter.

The waste collection tender submission
deadline is Thursday, September 20, 2011 at 4:30 p.m. Tenders will be opened at
the October 20, 2011 Public Works Committee meeting.

South River Council Chambers located at 63 Marie Street or at the call of the
