Council Meeting – November 14, 2011

 

The meeting of the Council of the Village of South River was held on Monday, November 14, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councilors O’Hallarn, Smith and Dickerson.

 

Councillor Mahon was absent with notice.

Sue Miller provided Council with an update on the Source Water Protection Committee’s activities as well as clarifying the municipality’s participation and the time lines which have been created for this process. Council had opportunity for questions.

BE IT RESOLVED THAT the Council of the Village of South River does hereby authorize the closure of Marie Street, between Lily Street and Eagle Lake Road, to facilitate the holding of the South River Machar Christmas Celebration activities at the South River Municipal Office between

the hours of 6:00 p.m. and 9:00 p.m. on Friday, December 16, 2011.

BE IT RESOLVED THAT the Council of the Village of South River does hereby reject the LPS Aviation Development Plan for the South River Sundridge Airport but would like to hold a meeting with partner municipalities at the suggested date of November 29, 2011 to discuss the future operation of the airport.

9.    Council Roundtable (Items of Interest)

 

*    A cheque, in the amount of $600, was sent to Sue Marsh (MTO) re: permits for the installation of 4 Community Business Message Boards for South River (2 in each direction)

*    A decision still needs to be made regarding the use of reflective paint on the Municipal decorative sign.

 

*    AHED will meet in the South River Council Chambers on Thursday, November 17, 2011 between 10:00 am and noon.

 

*    The Clerk Administrator and Treasurer may be out of the office on Thursday, November 17, 2011 in order to attend the area Clerk’s Meeting to be held in Burks Falls.

 

*    The winter sand tender will be filled by A. Miron instead of Ivan Farrow

 

*    BOT Construction visited the Village on Tuesday, November 8, 2011 and will arrange with Fowler Construction to resurface the three areas of concern on Eagle Lake Rd prior to the asphalt plant being shut down for the season (hopefully the week of Nov 14- 18).

 

*    Fred Dean will be visiting on Monday, November 21, 2011. Details will be arranged during the November 15th morning telephone conversation and Councillors will be notified by e-mail.

 

*    Marjorie Robins will be with us on November 24th to assist with some end of year reviews

 

*    Reps from the Grant Thorton auditors will be visiting on Wednesday, November 30, 2011 for the preliminary audit meeting.

 

*    Business breakfast will be held on Thursday, December 1, 2011 at 7:30 am at the Royal Canadian Legion

 

*    The Clerk Administrator will be participating, as one of the Medal Bearers, in the Rick Hansen Man in Motion 25th Anniversary Relay on Monday, December 12, 2011 in Parry Sound at 9:38 a.m.

 

*    Sundridge is still trying to arrange a meeting for TV. Elgin has asked for two Council reps to attend. His available dates are: Tuesday, November 15th and Monday, November 21st (in the evening). Are there two Councillors available on those dates?

 

*    Final installment of the 2011 taxes is due on Wednesday, November 30, 2011

 

*    Water arrears left unpaid as of December 31st will be automatically transferred to the tax account and interest will be charge accordingly.

 

*    Councillor Expense sheets are to be submitted no later than November 30, 2011 (to Sherri). An electronic copy can be provided. Please notify Sherri of your preference.

*    A personnel Committee meeting is needed regarding two issues

 

*    An Emergency Management Committee meeting is needed to review Compliance checklist

BE IT RESOLVED THAT the Council of the Village of South River does hereby approve the use of reflective paint on municipal decorative signs and further, that lighting not be installed now or in the future.

BE IT RESOLVED THAT the Council of the Village of South River does hereby read a first, second and third time and finally pass By-law #37-2011, being a by-law to join together two lots owned by the same owner in a planned subdivision with the signatures of the Mayor and the Clerk Administrator and the corporate seal affixed.

BE IT RESOLVED THAT the Council of the Village of South River does hereby read a first, second and third time and finally pass By-law #38-2011, being a by-law to confirm the proceedings of Council at its meeting held on the 1st day of November and the 14th day of November, 2011 with the signatures of the Mayor and the Clerk Administrator and the corporate seal affixed.
