The meeting of the Council of the Village of South River was held on Monday, May 9, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councillors O’Hallarn, Smith, Mahon and Dickerson.

 

                        Staff present was Susan Arnold, Clerk-Administrator.

      BE IT RESOLVED THAT the Council of the Village of South River does hereby read a first, second and third time and finally pass By-law #15-2011, being a by-law to amend Zoning By-law #17-95 with the addition of the new subsection R2-2 Zones.

Tenders to re-shingle the municipal office building roof were opened. Three tenders were submitted, three tenders were opened. Some discussion took place as the bids were opened. No decision was immediately made.

 

6:00 p.m. Rod Blakelock left the meeting.

 

Council members felt it necessary not to put off reviewing the tenders as the roof was in bad shape and it is necessary to get the roof repaired as soon as possible. The tenders were again examined. Following much discussion and comparison of all three bids Council choose the bid submitted by Jolliffe Building.

                     BE IT RESOLVED THAT the Council of the Village of South River does hereby accept the tender from Jolliffe Building, in the amount of $13,386. + $700 for 30 years shingles (plus applicable taxes) to provide and install a new roof on the municipal building located at 63 Marie Street.

                        BE IT RESOLVED THAT the Council of the Village of South River does hereby approve a donation to the Women’s Own Resource Centre in the amount of $282.60 to be expensed from the Community Donation line of the 2011 budget.

WHEREAS the South River Cemetery is badly in need of upgrading the handwritten files and transferring the information to a computer software program designed to assist in the selling of plots, the mapping of existing plots and the planning for additional plots and cemetery design; and

 

WHEREAS this task is labour intensive and requires the undivided time of a designated person to research and input the historical data; and

 

WHEREAS student grant applications have been submitted but no response has been received to date;

 

NOW THEREFORE BE IT RESOLVED THAT the Council of the Village of South River does hereby approve a one-time only increase in the 2011 Cemetery levy to support the hiring of a Summer Student and the purchase of the Cemetery Mapping software. Total cost of Cemetery Levy will not exceed $ 8,255.06.

                      BE IT RESOLVED THAT the Council of the Village of South River does hereby receive the recommendation of the South River – Machar Arena Board and approves Budget Option B (revised), as presented, in the amount of $167,889.00 with South River’s share being $101,183.33 and Machar Township’s share being $66,705.67.

                      BE IT RESOLVED THAT the Council of the Village of South River does hereby receive the recommendation of the South River – Sundridge District Airport Committee and approves the 2011 Budget, as presented, in the amount of $66,316.16 with the distribution shares being as follows: South River $16,579.04, Sundridge $16,579.04, Machar Township $13,263.23, Machar Township $13,263.23 and Joly Township $6,631.62.

     *     Councilor  Dickerson  asked to have staff contact the          

     Ministry of Transportation about  the eastbound traffic lights being delayed.

 

      *    Councilor O’Hallarn  attended a Veteran’s Appreciation Dinner at  the South River Legion Branch 390  and brought greetings from                              the Village.

 

*    A meeting with Machar Township to discuss landfill options has been scheduled for Tuesday, May 10, 2011 at 1:30 p.m. at Machar Township Office.

 

*    CAEDA is meeting at the Village Office on Thursday, May 12, 2011 at 1:00 p.m.

 

*    Staff Appreciation Dinner to be held on Thursday, May 12, 2011. Social time beginning at 6:30 p.m. with dinner at 7:00 p.m. We need to provide the Legion with numbers by May 11, 2011.

 

*    A Rabies Clinic will be held at the South River Machar Fire Station on Thursday, June 16, 2011 between the hours of 6:00 p.m. and 7:00 p.m. Cost per animal is $15.00
