The meeting of the Council of the Village of South River was held on Monday, June 27, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councilors O’Hallarn, Smith, Dickerson and Mahon

 

Staff in Attendance:  Susan Arnold, Clerk-Administrator and Sherri Hawthorne, Treasurer.

 

Public in Attendance: Peter Johnston; W. A Johnston Insurance Ltd.

 

1.         Call to Order – The meeting was called to order by Mayor Coleman at 5:32          p.m.

 

2.                  Declaration of Pecuniary Interest – Jim Coleman

            I, Jim Coleman, hereby declare a pecuniary interest and general nature there

            of the following item:

            An insurance presentation made by BFL and the subsequent discussion to 

            select an insurance company for the Village of South River;

            For the following reason(s): my wife Marlene Coleman works for the local

            insurance broker which is representing one of the two insurance companies bidding for the Village’s Insurance business.

And by signing and reading out loud of this declaration I now request this declaration become part of the minutes of this meeting.

                        BE IT RESOLVED THAT this Council proceeds to meet as the South River Cemetery Commission with the Mayor, Jim Coleman, in the Chair. Time: 6:27pm.

Carried

Larry helped explain the reasoning behind the new Cemetery Operating By-law and was able to answer questions pertaining to care and maintenance of the cemetery.

BE IT RESOLVED THAT the Council of the Village of South River does hereby make the following decision: to accept the proposal from BFL at cost of $ 39, 000 plus applicable taxes to provide insurance to the Village of South River, its Boards and Committees for the next  4 years.

WHEREAS the Ministry of Municipal Affairs and Housing took part in the original consultation advising the Ministry of the draft Official Plan amendment which the Village would be considering; and

 

WHEREAS the Ministry collected and distributed information to be incorporated into the amendment; and

 

WHEREAS the Ministry circulated the draft amendment to various ministries using the “one-window” system; and

 

WHEREAS the Village held the Public Meeting and accepted the recommended changes to the draft amendment and sent the amended draft back to the ministry for final approval; and

 

WHEREAS the ministry now has additional changes to be added into the document; now

 

THEREFORE BE IT RESOLVED THAT the Council of the Village of South River is hereby opposed to further modifications of the Ministry to Official Plan Amendment #3, at this time.

            *          CAEDA to meet at 9:30a.m. Monday, June 27, 2011

*          The Clerk Administrator and the Treasurer will be attending a            workshop         with Fred Dean in North Bay on Wednesday, June 29, 2011

*          South River Power Generation Board Meeting on Wednesday, June   29, 2011 at 11:00 a.m.

*          Meeting of Mayors and Airport Reps scheduled for Wednesday, June            29, 2011 at 6:00 p.m. in the South River Council Chambers.

*          Meeting with Nicky from Nicky Designs regarding highway sign.       The meeting is scheduled for Thursday, June 30, 2011 at 2:30 p.m. at          Machar Township.

*          ARI will meet on Thursday, June 30, 2011 at 6:00p.m in the Strong   Township municipal office.

*          A Personnel Committee meeting must be scheduled. Kindly provide available dates and times.

*          Soccer had 82 children register to play once a week until the end of   July. Congratulations to Sharon Smith, Skye Buchanan, office staff     and volunteers who have stepped forward to assist in the organizing and registration!

*          Mr. Dean has advised he cannot see where the municipality is under any obligation, from the information he was provided, to pay the         invoice             sent from Almaguin Highlands for services not authorized by   the       Village over the past five years. A reply letter will be prepared.

*          Machar Township has advised it is having a Life Capacity Study        conducted on its landfill. When the results of this study are available a      meeting between both municipalities will be scheduled.

BE IT RESOLVED THAT the Council of the Village of South River does hereby read a first, second and third time and finally pass By-law 22-2011, being a by-law to confirm the proceedings of Council at its meeting held on the 27th day of June, 2011 with the signatures of the Mayor and the Clerk Administrator and the corporate seal affixed.
