The meeting of the Council of the Village of South River was held on Monday, February 9, 2009 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councillors Dickerson, Mahon, Parker and Scott.

 

Staff present was Susan Arnold, Clerk-Administrator.

                        BE IT RESOLVED THAT the Council of the Village of South River does hereby authorize the Clerk-Administrator to submit the Trillium Fund application in the amount of $14,877. on behalf of the South River – Machar Union Library for the purchase of library-related furnishing.

                        BE IT RESOLVED THAT the Council of the Village of South River does hereby commit to establishing an Olympic Torch Relay Planning Committee to coordinate activities when the Olympic Torch Relay passes through the Village of South River.

BE IT RESOLVED THAT this Council of the Village of South River does hereby support the Central Almaguin Economic Development Association resolution dated October 16, 2008 re-petitioning the Provincial and Federal Governments to pay taxes similar to the other properties in the municipalities.

                        BE IT RESOLVED THAT this Council of the Village of South River does hereby  support the Central Almaguin Economic Development Association resolution dated October 16, 2008 re-petitioning the Ministry of Transportation to devise a funding mechanism to meet the needs of the villages and towns in addressing the infrastructure problems by way of increased financial resources.

                        BE IT RESOLVED THAT this Council of the Village of South River does hereby support the Central Almaguin Economic Development Association resolution dated October 16, 2008 re-petitioning the Ministry of Municipal Affairs and Housing to immediately enact building permits and proper inspections in the unincorporated area to ensure all issues of health and safety and housing standards are met.

                        BE IT RESOLVED in order for Hydro One to effectively remove trees and brushes from near the power lines to improve the level of service provided by Hydro One to the Village of South River, the Village of South River does hereby give approval for Hydro One to complete its brushing program within the municipality providing the areas effected are left safe and clear of brush.

                        BE IT RESOLVED THAT the Council of the Village of South River be closed under Subsection 239 (3.1) and that this Council proceed in Camera at 19:41 p.m. in order to address a matter pertaining to:

                        2- labour relations or employee negotiations;

                        3- the meeting is held for the purpose of educating or training the members AND at the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of the council, local board or committee.

6.         Roundtable

 

*    A large water main break was discovered on Wednesday at the corner             of Dufferin and Riverside.  Staff worked until 9 p.m. that evening       repairing the break and then flushing the lines to ensure clear water.          Water had been shut-off during this time to homes in the immediate      area. The radio had been advised and had made regular            announcements, the answering machine had a recorded message            indicating the problem had been found and crew was repairing the       break and a notice was placed on the front door of the office      building.        

 

*    CTV News did an investigative news story on the quality of South                     River water. The reporter spoke to Bart, Les and myself and was                      informed of the pro-active methods the Village uses to combat the                       build-up of rust on the pipes.

 

*    The Information centre’s RFP has been advertised in Thursday’s         paper.

 

*          Councillor Dickerson inquired about the status of the new website        design.

 

 

7.         By-laws- Confirming

BE IT RESOLVED THAT the Council of the Village of South River does hereby read a first, second and third time and finally pass by-law 4-2009, being a by-law to govern the calling, place and proceedings of meetings of the Council, Committees and Joint Boards of the Village of South River and does hereby repeal all other by-laws or agreements of the Village of South River pertaining to a procedural by-law with the signature of the Mayor and Clerk Administrator and the corporate seal affixed.
