Detachment Commander Whaley discussed the 2009 business plan. Discussion also took place about various concerns including the absue of prescription drugs in our community.

Passion Plants Complete Garden Care to provide garden maintenance to the
gardens at the Visitor Information Center and the South River Welcome Sign at a
cost not to exceed $1,750 for all materials and labour necessary to complete
the project as outlined.

Village of South River does hereby support the views of the Village of
Sundridge as outlined in the February 11, 2009 letter to Muskoka Containerized
Services regarding a temporary commodity processing fee being added to our
monthly recycling invoice. And further,
before any costs are passed along to the MCS customer that a meeting take place
withy MCS and its customers in the Almaguin Highlands region to discuss such an
action.

$100 for its share of the 2008 costs for the EMS representative to attend
additional meetings on our behalf; and

representative to travel to Parry Sound on our behalf; and

WHERAS Economic Development is the engine
that drives the economy in this area of Almaguin and
WHERAS the four-laning of
the number eleven highway through our area is closing all accesses except at
interchanges which will have a detrimental effect on our businesses and
consequently on our economy and
WHERAS the reduction in
traffic and trade may cause some businesses to fail and
WHERAS every effort the
municipalities can make will be beneficial to the sustainability of the economy
and
WHERAS five
municipalities in the Almaguin Area (Strong, Machar, Joly, South River and
Sundridge) own a small airport in Joly Township located in Lots 7 and 8 on the
thirteenth concession and
WHERAS when this
property was transferred to the Village of South River in the early 1980s all
of Lots 7 and 8 on the thirteenth concession were not transferred, only the
runways and a piece of property where the terminal is located, and
WHERAS there has been
increased interest in the airport through an aggressive committee and private
investors and
WHERAS these remaining portions of Lots 7 and
8 on Concession 13 are of little use to the Ministry of Natural Resources or
the Province of Ontario (Crown Land) and
WHERAS it is most
important this property be transferred to the South River, Sundridge District
Airport for future development and to assist in these tough economic times to
ensure the survival of these municipalities and
WHERAS the
WHERAS this transfer of
property would cost the Province absolutely nothing now
THEREFORE BE IT RESOLVED
that the Village of South River does hereby petition the Ministry of Natural
Resources and the Province of Ontario to transfer the remaining portions of
Lots 7 and 8 Concession 13 Township of Joly that are currently not part of the
runways at no cost to the South River, Sundridge District Airport and that a
copy of this resolution be forwarded to the Townships of Strong, Machar and
Joly and the Village Sundridge for support and further that their supporting
resolutions along with this resolution be forwarded to the Minister of Natural
Resources the Honourable Donna Cansfield.

6. Roundtable
As of closing on February 19, 2009 there were no
written inquiries regarding the VIC RFP. One interested party has looked
through the building.
Invitational Tenders for the Library renovations have
been prepared and are ready for pick-up at LEA Architects. Some packages have
been picked-up already. Closing date is Thursday, March 5th, 2009 at
2:00 p.m. The Building Permit is currently being arranged so it is ready when
(if) the tender bid has been accepted.
RAL Engineering and TESC representatives will be on
sight at the Water Treatment Plant the week of February 23rd. Actual date to be
confirmed.
