Council Meeting – December 12, 2011
The meeting of the Council of the Village of South River was held on Monday, December 12, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councilors O’Hallarn, Smith and Mahon.
Councillor Dickerson was absent with notice.
Staff in Attendance: Susan Arnold, Clerk-Administrator and
Sherri Hawthorne, Treasurer.

1. Call to Order – The meeting was called to order by Mayor Coleman at 5:40 p.m.

IT RESOLVED THAT the Council of the Village of South River does hereby authorize
the Treasurer to return to the Royal Canadian Legion, Branch #390, the
Municipal portion of the 2011 property taxes in the amount of $2,116.61.

WHEREAS
the Village of South River passed resolution #165-2011, June 27, 2011 opposing
the modifications of the Ministry to Official Plan Amendment #3; and
WHEREAS
the Ministry of Municipal Affairs and Housing provided clarification on the
Province’s role in the process of Official Plan amendments by letter to the
Council of the Village of South River dated November 30, 2011; now
THEREFORE
BE IT RESOLVED THAT the Council of the Village of South River has no further
opposition to the Ministry’s modification to official Plan Amendment #3 and
requests the Ministry proceed in finalizing its decision.

IT RESOLVED THAT the Council of the Village of South River does hereby support
the Almaguin Highlands Arts Council by purchasing 1/3 page advertisement at a
cost of $175 in the Arts Directory being published and distributed in the
spring of 2012 with the cost being taken from the 2012 municipal budget.

IT RESOLVED THAT the Council of the Village of South River, as 100% shareowners
of the South River Power Generation Corporation, does hereby authorize the
Mayor and the Clerk Administrator to execute a guarantee in favour of the
Toronto Dominion Commercial Banking Group the indebtedness and liability of the
South River Power Generation Corporation to the bank to provide for long term
financing in the amount of $4.2 million. This resolution rescinds resolution
#80-2010.

a donation in the amount of $100.00 to the Good happenings Food Bank to assist
with the annual Christmas Food Hamper Distribution program.

Minutes from the Monday, November 21, 2011 TV11 meeting and recognize the
resolution regarding the 2011 budget is redundant as both municipalities
approved the 2011 budget in the spring of 2011 and the TV11 Steering Committee
does not have the authority to hold reserves.

8. Council Roundtable (Items of Interest)
* We are waiting for the 9-1-1 approval to be given so a letter can
be sent to all property owners along the former Highway #11 advising them of
the Street Name Change.
* The new Municipal decorative Signs have been installed (both
north and south) along Highway #11.
* Regular garbage collection dates will be observed during the
Holiday Season.
* A thank you e-mail was sent to BOT Construction for fulfilling
their commitment to the community.
* AECOM has advised the stairs at the arena will be repaired
* Don’t forget the Christmas celebration on Friday, December 16,
2011

IT RESOLVED THAT the Council of the Village of South River does hereby read a
first, second and third time and finally pass By-law 40-2011, being a by-law to
amend zoning by-law #17-95 with the signatures of the Mayor and the Clerk
Administrator and the corporate seal affixed.

first, second and third time and finally pass By-law 41-2011, being a by-law to
confirm the proceedings of Council at its meeting held on the 12th
