The meeting of the Council of the Village of South River was held on Monday, April 11, 2011 in the South River Council Chambers. A quorum was present. In attendance were Mayor Coleman, Councillors O’Hallarn, Smith, Mahon and Dickerson.

 

Staff present was Susan Arnold, Clerk-Administrator.

1.         Call to Order The meeting was called to order by Mayor Coleman          at  5:30pm.

 

2.         Declaration of Pecuniary InterestNil

 

Strong Township Councillors John Newstead and Merlyn Snow spoke to the Village of South River regarding the possibility of Strong Township Landfill accepting garbage from the Village of South River on a regular basis. South River Council is shopping for garbage disposal services and is looking at the costs and the impact of long-term distance haulage. The Strong Landfill has the capacity. It is rated for 450 years without the enlarged footprint. Strong Council is currently looking into the idea of setting up an e-waste disposal site. Strong Township has requested South River provide Strong with a list of South River’s needs which will enable Strong Township to discuss specific costs.

BE IT RESOLVED THAT this Council of the Village of South River does hereby direct staff to submit an invitation to tender to the Almaguin News to provide a new roof on the municipal office at 63 Marie Street. Tenders to close on May 9, 2011 @ 3 pm and a decision will be made at the May 9th Council meeting.

BE IT RESOLVED THAT the Council of the Village of South River has reviewed the renewal package of municipal legal services as presented by Fred Dean, Barrister and Solicitor, and does hereby accept the proposal of placing Mr. Dean on retainer for an annual fee of $7,500 + applicable taxes from April 1, 2011 to March 31, 2012.

BE IT RESOLVED THAT the Council of the Village of South River does hereby approve the signing of the five-year contract with the Ontario Clean Water Agency to operate the Water Treatment Plant starting January 1, 2011 and ending December 31, 2015 with the annual prices as follows:

 

Year One- January 1, 2011 to December 31, 2011 inclusive: $134,092.00

Year Two and Subsequent Years: $134,092 plus a CPI Adjustment and the adjustment for maintaining the Insurance which is renewed annually by OCWA.

 

All other terms and conditions are agreed to and are contained in the September 16, 2010 draft Agreement.
